We are a welcoming and affordable gem located at the north end of beautiful Belmont Harbor, on one of America’s most magnificent lakeshores.  Our members have a love of sailing, boating, watercraft, and camaraderie with those who enjoy being on the water and enjoy the iconic skyline of Chicago.

We are not upscale or pretentious, but more like a Chicago neighborhood establishment where people enjoy gathering with others, sharing their passion in a unique harbor environment.  Like the city itself, our members are comprised of every walk of life, ethnicity, and social identity – we welcome all.

If you are considering becoming a member of the Belmont Yacht Club (BYC), we would like to have the opportunity to talk with you about it.  We have a limited membership and are now accepting applications.

The air-conditioned club vessel , the John B. Mack, is a private, members-only Yacht Club and is available for member use 24/7 via key code access. The Yacht Club does not have a paid staff.

This is your club to use as you want . We offer:

HAPPY NEW BOATING YEAR TO ALL!<br />

By the time you read this the 2008 Boat show<br />

will be history. We were unable to arrange space<br />

but will try again in 2009. We do plan to have a<br />

booth at the Strictly Sail Show , January 31 thru<br />

February 3rd and need members to staff our<br />

booth. Please give Vice Commodore Tim a call<br />

to set up a time to help promote our club. When I attend these<br />

shows my excitement for the boating season starts even if we<br />

have a foot of snow. We have either ordered a new boat,<br />

probably not, or we are starting plans to fix up and repair our<br />

current "hole in the water" for the new season.<br />

Either way it will be a little costlier this year as their will be an<br />

increase in dockage. Westrec was awarded a contract for 5<br />

years so we are lucky to probably have our same harbor staff.<br />

Our Budget Chair Chuck Goes and Treasurer Premer have<br />

worked hard along with the Board to come up with a very good<br />

and easy to read Budget for 2008. It will be voted on at the<br />

January meeting and a copy will be sent to all current members<br />

soon after. We have planned for a reachable new member<br />

growth but with members help we can add more as we did last<br />

year. Membership invoices will be mailed shortly and if possible<br />

early payment would be appreciated.<br />

I would like to remind all members that you are always<br />

invited and welcome at Board Meetings. It is a great way to be<br />

part of the club planning and we always have a social time<br />

before and after the meetings. Hope to see you at the next<br />

Membership and Merriment<br />

Welcome to the New Year! I am looking forward to another great year for the <strong>Belmont</strong> <strong>Yacht</strong><br />

<strong>Club</strong>. As Vice Commodore I am charged with being the membership<br />

chairman for the club, and as such I am happy to announce the first<br />

new member of the year, Ms Edna Lee. Edna and her first mate Tracy<br />

Houck both hail from Oak Park and their membership was approved<br />

unanimously at the November board meeting. We extend the welcome<br />

mat and look forward to seeing Edna and Tracy around the club this year.<br />

>Membership renewal notices will be going out soon for the coming 2008 boating season. Just a<br />

reminder that your current membership ends March 31, 2008 and due to new security measures being<br />

implemented by our Rear Commodore, all access to the club will also end on that date unless you have<br />

paid your renewal and received a new membership card. Don’t be left out in the cold, renew early as two<br />

of your fellow members have already done.<br />

>Thursday, January 31 through Saturday, February 3 marks the return of Strictly Sail Chicago to the<br />

exhibition hall at Navy Pier. This year the board has voted for BYC to have a booth, to both raise general<br />

awareness of our club and to advertise the 2008 There & Back Race. I am asking for<br />

your help by volunteering to staff the booth during the show. If you are available to<br />

work a three or more hour shift on any of those days, your admission to the show will<br />

be covered by the club. The show floor has a very electric feel, and meeting other<br />

people from around the area that are interested in the Chicago yachting scene can be<br />

a lot of fun. Please contact me as soon as possible to let me know your availability via<br />

Sounds from Your Rear<br />

Each year the Board looks to make our club ship more usable, safe and clean. What great<br />

strides we have accomplished in the past two full seasons of use of the John B Mack II.<br />

This year the board approved funding a line item in the budget for enhanced door security.<br />

Even as close as our neighbors to the north, the facility requires a card reader to allow<br />

member access. That's right your membership card would be<br />

the only thing you need to enter the club ship. No more<br />

remembering a numeric code, or finding a key (remember those<br />

days) to open the door. We are looking at a card reader system that allows<br />

your membership card to be read and cause the door to electronically unlock.<br />

This allows the officers to track usage and assure access is limited to paid<br />

members. It prevents the code numbers from being arbitrarily distributed or<br />

keys from being duplicated unscrupulously, and it saves us from having to<br />

change the door code as new and old members potentially join and fall off the<br />

roster. We are doing all this in the name of security, for us and our club. We<br />

look forward to the new season aboard your ship<br />

Park District Selects Westrec<br />

As most of us know, the Chicago Park District has been searching for a new harbor management<br />

company to run the Park District's nine marinas in Chicago. Over the past two years officials have put the<br />

contract out for bid three times, hoping to draw more bidders. The latest request offer in<br />

spring of 2007 drew four bidders. Parks Supt. Tim Mitchell announced on December 17<br />

that Westrec Marinas’ bid was the lowest and that the Chicago Park District has awarded a<br />

five-year contract to Westrec, at $835,000 for the first year. The contract then calls for a 3<br />

percent annual increase after that, and the park board can also choose to extend the<br />

contract for two additional years. Mitchell said few boaters have complained about<br />

Westrec's track record. Instead, he said, most have criticized the Park District's fee hikes<br />

and lack of harbor amenities. But some boaters have complained at public hearings that Westrec does<br />

not regularly clean restrooms, and that Westrec crews are short-staffed and not very diligent. The<br />

Chicago Park District hopes to address complaints against its harbor-management company by forming<br />

an advisory committee made up largely of boaters and sending in "secret shoppers" to evaluate the<br />

company's customer service practices. Boaters will also be able to e-mail concerns to Westrec Marinas<br />

and the Park District.<br />

There is some controversy regarding the simultaneous use of the insect repellant DEET<br />

and sunscreen. The Medical Letter (May 21, 2007 issue) had recommended applying<br />

DEET first to avoid decreasing the effectiveness of the sunscreen. However, a recent study<br />

found that applying the DEET first resulted in increased absorption of that chemical. It is not known if this<br />

could increase the risk of clinical toxicity, but applying the sunscreen first should lower this risk. Here’s<br />

hoping for a short winter.<br />

BYC Sea Scouts Lend a Helping Hand<br />

Let’s hear it for our Sea Scouts!<br />

December 1 st marked the arrival of the<br />

Christmas Tree Ship and our scouts were<br />

there to help. The event actually began<br />

the night before with an overnight lock-in<br />

at the Columbia <strong>Yacht</strong> <strong>Club</strong>. More than<br />

150 youths from as far away as Kansas<br />

City, MO, Wisconsin, and Indiana,<br />

chaperoned by about 50 adult leaders<br />

enjoyed the festivities on Friday night<br />

kicked off by a DJ and Karaoke on the<br />

main cargo deck. BYC sponsored Ship<br />

#2006 joined forces with Columbia <strong>Yacht</strong><br />

<strong>Club</strong>’s Ship #5111 to show the visitors<br />

what a good time we have here in<br />

Chicago. Soon after 10 pm they were<br />

allowed to scramble upstairs and find a Harrington, Pat Cabreros, and Sean Lamble take a break<br />

spot to lay out their sleeping bags and call it a night. People could be found sleeping in most every corner<br />

of the ship including the dining room and helm.<br />

Saturday morning came early and the many blurry-eyed Scouts and leaders made the walk over to Navy<br />

Pier to begin the job they had come for; namely unloading 2000 Christmas trees from the deck of the<br />

USCG Cutter Mackinaw onto the many trucks sent by<br />

local churches and other charitable organizations.<br />

The trees were then distributed to local families that<br />

could not afford to purchase a tree for the holidays.<br />

Although it took almost two hours to complete the job,<br />

our scouts and the others had the opportunity to help<br />

others while having fun, a true win-win proposition.<br />

After assisting with the sweeping of the deck to clear<br />

the four garbage bags full of needles and branches,<br />

our scouts were given a personal tour of the vessel.<br />

Most agreed the bridge was the “kewlest” place to be.<br />

Following the tour, all the scouts were invited back<br />

over to Columbia for hot dogs and hot chocolate were<br />

they used what little energy they had left to dance to<br />

the sounds of a live band before packing up and<br />

heading out.<br />

A big thank you goes out to our BYC Sea Scout<br />

Skipper Jay Lamble and Joan Harrington for<br />

spending the almost sleepless night with a boat full of<br />

teenagers. By the time I joined them Saturday<br />

morning, they both looked like they were ready to quit,<br />

but they persevered and helped carry trees with the<br />

rest of us.<br />

Thank you also to the members of BYC for your<br />

continued support of the Sea Scout program. Through<br />

this program, local youths are given<br />

the opportunity to discover the fun of yachting in<br />

Chicago. We are looking forward to having a new-tothe-program<br />

1984 J-35 sloop rigged sailboat available<br />

for our use this coming season. This vessel has been raced locally for years and we are hoping to do the<br />

same. Although kept on a star dock in Montrose

Harbor, don’t be surprised to find it alongside the Mack II during the<br />

evening hours this season while the scouts are preparing to go out,<br />

or returning from, an evening sailing. The scouts are also eager to<br />

participate in BYC functions this year, so if you are the event<br />

chairperson for one of the many events this year and can include<br />

the scouts in the planning or execution, it would be greatly<br />

Why Boats Sink and How to Prevent It<br />

A study of 100 sailboat sinkings from the BoatU.S. Insurance claims files could help prevent your sailboat<br />

or any boat from becoming a statistic. “The sinkings were found to be divided evenly into two broad<br />

categories—those that sank at the dock and those that sank while underway,” said BoatU.S. Marine<br />

Insurance Technical Director Bob Adriance.<br />

“However, when it came to sinking underway, a sailboat’s deep draft became the obvious factor,”<br />

Adriance continued. Striking a submerged object was found to cause 40% of the sinkings while<br />

underway. Next on the underway list was a broken prop shaft or strut (16%) and damaged or deteriorated<br />

fittings below the waterline (16%). “Prop shaft corrosion seems to be a bigger issue with sailboats than<br />

with powerboats as auxiliary sailboat engines are not run as often, allowing corrosion to set in,” added<br />

Adriance.<br />

Five Tips for Prevent a Sailboat Sinking:<br />

• Any time your boat hits bottom, immediately inspect the bilge and keel bolts or centerboard pennant and<br />

hinge. To be safe, inspect again an hour later.<br />

• Routinely — twice a season — inspect all below the waterline fittings, hoses, and hardware. If the fitting<br />

is long enough, it’s good practice to have two marine-rated stainless steel clamps on all hose ends. Any<br />

hoses showing signs of rot should be immediately replaced.<br />

• When at rest, stuffing boxes should never leak. If leaking persists after the packing gland nut has been<br />

tightened, the packing must be replaced.<br />

• Don’t ignore through-hull fittings or hoses that are installed above the waterline. While they may appear<br />

to be “safely” above the water level, they can leak when heeled over in a seaway, or when snow or ice<br />

forces the boat under.<br />

others. Seminars are presented by individuals and organizations including the<br />

Underwater Archaeological Society, US Coast Guard Auxiliary, National<br />

Weather Service, International Shipmasters Association, Chicago Maritime<br />

Society, Friends of the Chicago River, John G. Shedd Aquarium, Michigan<br />

Maritime Museum, and others from the maritime community of Chicago, the<br />

Great Lakes, and the World. The performers are among the best in the World<br />

and have hailed from all across the United States as well as England, France,<br />

Scotland, Canada, and the Netherlands. Activities for kids have included model<br />

boat building, lakeside biology, knot tying, seeking maritime careers, and "How<br />

February 2008<br />

February Meeting Cancelled<br />

I stopped at the Mack yesterday and found that she was<br />

floating free of ice even at 7 degrees, and the heaters<br />

were keeping the inside safe. It made me think that our<br />

next season is not too far away and plans are under way<br />

to clean up, fix up, and improve our club. Watch for the<br />

announcement of work days so you can add them to your<br />

calendar. Do not forget to pay your slip fees as they will<br />

be due by the time you read this. We are planning on a<br />

meeting with our Harbor Master in March, so if you have<br />

any concerns please forward them to me and I will<br />

attempt to address them. Construction is under way for<br />

pump out facilities on H, I, and J docks so pump out for<br />

the rest of us will be the same, either South or North ends<br />

or harbor or hopefully the Honey Jug. You should shortly<br />

receive your dues statement; please pay as soon as<br />

possible so we will be able to start our planning early.<br />

Hope to see you at Strictly Sail or at our March Board<br />

Meeting held in the warm south, that is Frankfort, IL.<br />

Scott had me check and I found out that you do not need<br />

your Passport to attend, only a short 45 minute ride.<br />

Louise is planning a Northern Italian dinner and again all<br />

ages and sailing abilities find Strictly Sail Chicago “the sailing<br />

event” of the Midwest. This year's activities include a full<br />

schedule of seminars for sailors of all ages and abilities, daily<br />

prizes and activities suitable for every attendee. BYC will<br />

have a booth at the show that will be staffed by volunteer<br />

members of the club. If you plan to attend the show, please<br />

stop by the BYC booth and say hello. If you would like to<br />

volunteer at the booth, there are still times we do not have<br />

Due to cold weather and a lack of agenda items, the February board meeting is<br />

cancelled. Therefore, the next meeting of the Board of Directors will be Tuesday,<br />

March 18. We will be meeting at Louise and Commodore Jim Sanderson’s home in<br />

Frankfort. Please contact Jim if you will be attending the meeting so he can plan<br />

refreshments accordingly. Social hour begins at 1830 followed by the Board meeting<br />

A Funny Thing Happened…<br />

I ran into an old grade school friend of mine, Pete, at a pre-boat show event hosted by<br />

Karma <strong>Yacht</strong> Sales. Pete is planning to buy a new sailboat. The only thing stopping him<br />

right now is that he works for LaSalle Bank and he doesn’t want to make any major<br />

purchases until his job is secure with the new owners. I told Pete I hoped it would all work<br />

out, and he said he believed it would, most of the cuts in his department were done and he<br />

was still there. When I asked about which Beneteau model he was looking at, he mentioned<br />

he had been talking to Karma owner Lou Sandoval for the last several months and had narrowed it down<br />

to one model he felt would fit him and his family. I was curious to know how he knew Lou, as I had known<br />

Lou for many years and had in fact crewed for him for several seasons including in a Mac race. Pete said<br />

he and Lou were both members of Chicago <strong>Yacht</strong> <strong>Club</strong> and had struck up a conversation at the bar one<br />

day. I mentioned I too belonged to a yacht club and I asked him if he was happy at CYC. He said he had<br />

been given a free membership through LaSalle Bank as they were sponsors of the Mac race, but the free<br />

membership was now a thing of the past and he wasn’t really interested in continuing his membership for<br />

the price they charge. So I invited him to think about joining BYC and went on to explain the costs and<br />

benefits of our little club. He seemed very interested and we will be getting together as soon to discuss<br />

further details, and I will be sure to have a membership application with me. I tell this rather long story to<br />

illustrate that you never know where our next member will come from. When you are talking to anyone in<br />

the boating community, mention your membership in BYC. See if it sparks any interest. You might be<br />

doing your friend a great favor by inviting him to join our little BYC family.<br />

Saving Fuel - In terms of miles per gallon, the basics still apply. Slow down. Sometimes you<br />

can double your miles per gallon by easing off as little as 15% on the throttle. Keep your engine cool;<br />

clean air filters, clear intakes, and general good airflow are important, and they pay off in good<br />

performance. Slow-turning, large-diameter props can add as much as 30% to your efficiency.<br />

Set the date, April 10, 2008. The Chicago area Sea Scouts will be having our Spring Kick Off – 2008<br />

Looking to the Future party and silent auction. Guests will enjoy cocktails and hors d’oeuvers along with<br />

music provided by Bernie Wiczer and Fred Gorr. For over one hundred years, young adults ages 14 to<br />

20, from all walks of life, have benefited from Sea Scouts by providing hands-on<br />

experience, while teaching team work and leadership skills in our sailing program. As<br />

I have said before, I was a Sea Scout in high school and I attribute my experiences<br />

in the program for instilling my love of sailing on our beautiful lake. 2008 Looking to<br />

the Future will be our only major fundraiser of the year, and the money donated is<br />

used to offset the high cost of mooring, maintaining, and storing three vessels for the<br />

youths to use during the season. We need your support through your participation or<br />

donation. Your gifts are tax deductable and go directly toward funding the Chicago<br />

Sea Scout program. So please reserve the hours between 6 and 9 PM on Thursday,<br />

Abandoning Ship? Call the Pub First<br />

A British yachtsman was rescued, curiously, by calling his local pub to raise the alarm. Alan Thompson<br />

fell on the deck of his sailing boat Padolu which is believed to have<br />

broken his pelvis. He was in great pain after the fall, so desiring to<br />

leave the yacht was an understandable reaction. In severe pain, he<br />

managed to reach a satellite phone and for some reason immediately<br />

called the Bull's Head pub in Fishbourne, West Sussex, England. The<br />

Falmouth Coastguard were alerted and launched a joint rescue with<br />

their American counterparts early on Saturday evening, 600 nautical<br />

miles north-east of Bermuda. Mr. Thompson had just bought the 37ft<br />

Hunter Legend (not the one pictured here) in Florida and planned to<br />

sail it back to the UK single-handed. Two US coastguards were airlifted<br />

aboard the sailboat to help him to abandon the uninsured vessel and board a nearby oil tanker.

Man has been attempting to forecast the weather since the beginning of recorded history. Long before the<br />

invention of radar and other meteorological tools, people relied upon "natural" clues to approaching<br />

weather. Many of these have a scientific basis and it can be explained why they "work", others have no<br />

such basis but often prove to be true. Perhaps the<br />

most often quoted weather proverb among<br />

mariners is:<br />

Red sky in morning, Sailors take warning.<br />

Red sky at night, Sailors' delight.<br />

A red sky at night (when the sun is to the west) is<br />

caused by light passing through dust particles in<br />

the air to the west. Dust indicates dry weather and<br />

since most weather changes come from the west,<br />

a red sky at night usually indicates dry weather<br />

approaching. A red sky in the morning, however,<br />

indicates that the dry air has moved away. A gray<br />

sky at night means that the western air is filled<br />

with moisture and it will likely rain soon.<br />

The first recorded use of this system of weather forecasting can be found in the Bible. In Matthew 16.2-3,<br />

Jesus says to the fishermen, "when it is evening, you say, 'It will be fair weather, for the sky is red.' and in<br />

the morning 'It will be stormy today, for the sky is red and threatening." Since it has lasted so long, we<br />

think there must be something to it.<br />

Other variations on this theme include:<br />

Mackerel skies and mares' tails<br />

Make tall ships take in their sails.<br />

Cirrus clouds (mackerel skies or clouds that looked as if they'd been scratched by a<br />

hen, according to the old-timers) often precede a warm front which brings winds and<br />

rain.<br />

When halo rings the moon or sun<br />

Rain's approaching on the run.<br />

The halo is caused by high cirrostratus (ice crystal) clouds that are indicative of an<br />

approaching warm front and predict rain within 20-24 hours. The U.S. Weather<br />

Service confirms that rain follows about 75 percent of sun halos and about 65<br />

percent of moon halos.<br />

In general, birds roost more during a period of low pressure. Before a hurricane,<br />

flocks of birds will be seen roosting. Take off may be harder when the pressure is<br />

low or the air is thinner because the natural updrafts are lessened.<br />

Basic Boating Safety Course. This course is approved by the National Association of State Boating Law Administrators (NASBLA)<br />

and recognized by the US Coast Guard as acceptable to the National Recreational Boating Safety Program. Most marine insurance<br />

companies, in all states, give discounts to boat owners who have successfully completed such a course.

Which Way is Home<br />

We have a wonderful offer from our harbor neighbor and BYC member Alan Veenstra of Chicago<br />

Sailing, Inc. He is offering a special discount to BYC members for the Basic Piloting portion of US<br />

Sailing’s COASTAL NAVIGATION AND PILOTING course this winter. In three evening classes (8 hours<br />

total) you will master all the skills you will need for most navigational situations. I took<br />

this class myself two years ago and found the information invaluable.<br />

Coursework includes real-life navigational situations that employ chart<br />

reading, position finding, course plotting,<br />

aids to navigational, currents, and<br />

fundamental rules of the road. Successful<br />

graduates will have the skills necessary to<br />

confidently pilot a vessel in coastal areas. This class is being offered to<br />

BYC members only for $190. That is more than 10% off the regular<br />

price of $215, and includes U.S. SAILING’s Coastal Navigation<br />

textbook, basic navigational instruments and chart reproductions.<br />

Class size is limited and this class typically sells out each time it is<br />

offered, so act fast. Classes meet Mondays, 6:30-9:30PM, Kendall<br />

College, February 7 & 11 (6:30-9:30), and February 18 (7-9pm). Check<br />

March 2008<br />

Lately when I wake up in the morning I feel<br />

as if I am in the movie "Groundhog Day",<br />

same gloomy, cold weather. I am thankful I<br />

have boating to think of: warm, sunny skies,<br />

and open blue water. Only 65 days until<br />

boating launch day, but who's counting. I<br />

want to thank all those that helped at our<br />

booth at "Strictly Sail", which was our first attempt at a<br />

major event. Thanks go out to Vice Commodore Tim for<br />

organizing this event. It was fun seeing members,<br />

potential members, and boaters in a warm environment.<br />

Next year will even be better. Membership renewals are<br />

starting to come in, thank you to those replying early.<br />

Please remember to update your directory sheet and send<br />

it with your check for 2008 dues. Our next Board Meeting<br />

will be March 18th at our home in Frankfort, only 30 miles<br />

south of <strong>Belmont</strong>. It is a real easy trip as we are close to I-<br />

80. Louise has a great meal planned, and remember; all<br />

club members are invited. Watch for your invitation with<br />

directions to the Board Meeting. This will be a great time<br />

to talk about next season, boating, and help make plans<br />

for club activities, all input is important. The April meeting<br />

Next Board Meeting is Going to be Stormy<br />

The next meeting of the Board of Directors will be Tuesday, March 18. We will be<br />

meeting at Louise and Commodore Jim Sanderson’s home in Frankfort. Please<br />

contact Jim if you will be attending the meeting so he can plan refreshments<br />

accordingly. Social hour begins at 1830 followed by the Board meeting at 1900. All<br />

BYC members are invited to attend. The main agenda item will be brain-storming<br />

fundraising opportunities so as to avoid raising dues.<br />

Don’t Get Locked Out<br />

As most of you know, I am a funeral director. As such, when people expire I am there to<br />

help. Well your membership is about to expire and once again, I am there to help. March<br />

31 st your old membership dies and with it all the happy memories of the boating season may<br />

become a thing of the past too. However, unlike the lives we live, if you enjoyed how things<br />

went during the last year you can renew for another year. By the time you read this you<br />

should have received your renewal notice and a sheet with your information for the<br />

membership directory. If any changes need to be made, now is the time.<br />

If there is a mistake on your listing but you send in your check without<br />

noting the changes, please don’t expect sympathy from me; funeral<br />

directors dole that stuff out only to those deserving it. I have received<br />

several renewals already; please take a minute to make sure your<br />

renewal and check has been sent in. On April 1 door entry codes and<br />

other locks will be changed. By the time the club ship reopens for the<br />

season in mid April, all renewed members will have received the new<br />

code by a special mailer. The code will be sent to the address of record<br />

for each member and can then be used immediately once the Rear Com<br />

has officially reopened the club.<br />

As membership chair my job is not only to bring in new members, but to<br />

make sure our current members are happy enough to renew each year. If<br />

something happened during the last season that is making you hesitate to<br />

renew, please contact me in confidence and we can discuss the issue.<br />

Our club is just that; Our <strong>Club</strong>. You have as much right to enjoy the club<br />

as the next guy, because collectively the members are the owners of the<br />

club. Membership is meant to be a positive experience. Let me know if there is something I can do to<br />

ensure that it is. I am here to serve you in your time of need, that’s what I do.

Strictly Sails at Navy Pier Report<br />

The Strictly Sail show held the first weekend in February was quite the event. Starting Thursday with a<br />

major snowstorm that lasted through Friday didn’t help the attendance<br />

numbers, nor did the Super bowl on Sunday, but people still came out by the<br />

thousands. A special BYC thank you goes out to Fred VanDorpe, Barry<br />

Lewis, Mike Premer, Ken Low, Com. Jim Sanderson, P.C. Chuck Goes,<br />

Dan Waters, & Webb Davidson ; members who volunteered their time to<br />

staff our booth and try to get the BYC name out to the masses. Below are<br />

comments from a few of those volunteers:<br />

Webb Davidson - The Strictly Sail was as usual a terrific show. It seemed to have a lot of foot traffic. I'm<br />

impressed with the distance sailors travel to come to the show. We spoke with several people from as far<br />

as Michigan and even Minnesota. There were a lot of people who don't understand the harbor system<br />

and how it works in Chicago. They wanted to know about fees, etc. It gave us a chance to explain the<br />

Chicago Park District, Westrec and how the yacht clubs are separate. Many assumed if you had a boat in<br />

the harbor you had access to the club and amenities. There were also a lot of people interested in<br />

lessons so we gave them info on Chicago Sailing. Having them located next to BYC is an asset. So,<br />

where does that leave BYC? There seemed to be a fair amount of foot traffic. I think we were very well<br />

received. We had a lot of fun speaking to a lot of folks. We handed out dozens of applications. There<br />

seemed to be a few serious shoppers. Several remarked that they were put off by the atmosphere of the<br />

other clubs. They were looking for a club where they could socialize without the formalities. There was<br />

also a lot of interest in the "There and Back" race; sailors looking for info, e.g., schedules, etc.<br />

Mike Premer - Turnout was pretty good even for the afternoon of the Super bowl. Even with all of the<br />

people stopping by I would introduce us as the biggest little yacht club in Chicago. I got positive response<br />

and passed out a lot of literature. I had many inquires about how to get a slip in <strong>Belmont</strong> and referred all<br />

of them to the Westrec booth. Saw a few old friends and asked them to join and a few new slip holders<br />

whom I also asked to join. It was a good effort that could use a little more coordination next year. I will<br />

share that with you.<br />

Fred VanDorpe - A few thoughts on the BYC booth at the SSBS. I think we had a good location. Being<br />

next to the booth that was selling cheap sunglasses and the Coast Guard Aux. generated some traffic.<br />

When I was at the booth on Thursday and on Sunday I had ten or twelve people stop by to talk. Two of<br />

the couples I spoke with showed real interest in our club.

Venetian Night<br />

highlight of the show is the waterside<br />

parade on Lake Michigan involving<br />

approximately 35 decorated boats lit<br />

up with extravagant light displays and<br />

skippered by costumed crews. This<br />

year Venetian Night will be held on<br />

July 26 th . This is an exciting event<br />

for ALL club members. It shows off<br />

our club to over 750,000 people and<br />

also the Chicago media. With your<br />

help, it would be great to win “Best<br />

Over All” Award! This brings me to<br />

needing club members to be on the<br />

Venetian Night Committee! Right<br />

now I am looking for volunteers to serve on this FUN committee and a commitment from a member for the<br />

use of their boat to decorate for the parade. I have been involved three times previously and one time<br />

winning “Best Over All” award. We need to form our committee as quickly as possible as there is<br />

preliminary work to do once we know the theme for this year. Thank you to those members who have<br />

already signed up to be on my committee…but we definitely need more people to make this event<br />

BoatU.S. Online VHF Radio Tutorial Debuts<br />

To help boaters understand the latest advances in marine radio communication, the BoatU.S. Foundation<br />

for Boating Safety and Clean Water has launched a free online marine Digital Selective Calling (DSC)<br />

VHF radio tutorial for anyone interested in the new technology. Funded by a grant from the U.S. Coast<br />

Guard, the online tutorial, "Can You Hear Me?" is designed to educate boaters on all of the basics of DSC<br />

VHF radios. By broadcasting your exact Mayday location with the simple push of one button, new DSC<br />

VHF radios give recreational boaters and the U.S. Coast Guard enhanced search and rescue capabilities.<br />

By understanding how these radios work, boaters will be able to take advantage of the latest innovations<br />

in search and rescue technology. Topics covered include emergency signaling, how to install a DSC VHF<br />

radio and an overview of the U.S. Coast Guard's "Rescue 21" program. The tutorial is located at<br />

http://www.BoatUS.com/MMSI. While the majority of fixed-mount VHF radios available today have the<br />

DSC feature, most boaters have not registered their radio in order to get the unique calling number -<br />

much like a telephone phone number - called an Maritime Mobile Service Identity or MMSI number. The<br />

tutorial also covers this process, which is free through<br />

BoatU.S. Equally important is connecting the radio to a<br />

GPS so that vessel location is broadcast with a distress<br />

call. No special computer program is needed to view the<br />

seven-part tutorial and it's compatible with both PC and<br />

Mac formats. A viewer can stop the tutorial at any point and<br />

return to the same spot later on.<br />

The BoatU.S. Foundation for Boating Safety and Clean Water is a national 501(c)(3) nonprofit education<br />

and research organization primarily funded by the voluntary contributions of the 670,000 members of<br />

BoatU.S. The Foundation operates more than a dozen programs including the only accredited, free,<br />

online general boating safety course, a low-cost EPIRB rental program, the "Help Stop the Drops"<br />

national clean fueling campaign, a free kid's Life Jacket Loaner Program, and has awarded hundreds of<br />

thousands of dollars in grants for nonprofit groups for boating safety and environmental projects.<br />

The Mack Waits for Spring<br />

These photos taken by Past Commodore Chuck Goes paint a blue and chilly picture of our poor little club<br />

ship as she waits faithfully for us to return to her in the spring. Rear Commodore John Graneto plans to<br />

spruce her up before the harbor and the club reopens for the 2008 summer season. Stay tuned for the<br />

dates from John when you will be asked to help give the old girl a fresh face for the year.<br />

Congratulations Capt. Charlotte Mullen<br />

Kudos to Charlotte for completing her U.S.C.G. Captain license in February. Although<br />

she said we do not have to call her Captain Charlotte now, she did explain what a<br />

challenging experience studying and taking the test was, and how the test has given her<br />

a much deeper understanding of the potential complexities of safely navigating her vessel<br />

in unfamiliar waters. Congratulations Charlotte on completing the demanding standards<br />

set by the Coast Guard.<br />

From a contact he made at Strictly Sail, Commodore Jim Sanderson is looking into<br />

arranging a private class for BYC members who would be interested in getting their own<br />

Captain license either for the in-depth knowledge it affords (as Charlotte did), or for commercial profit<br />

sailing the seven seas – or the five inland seas. Contact Comm. Jim if you are interested in more<br />

information about this great opportunity to expand your understanding of the ways of the mariners.<br />

BYC Morns Passing of a Founder<br />

I am saddened by the news of Nancy Mack, 79, passing away on<br />

Friday, February 29. It is a real loss to the <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong>. Nancy,<br />

along with her husband John B.<br />

Mack for which our clubship is<br />

named, was a founding<br />

member of our <strong>Belmont</strong> <strong>Yacht</strong><br />

<strong>Club</strong> and she remained active<br />

in our club up to the end.<br />

Although she struggled with<br />

failing health over the past few<br />

years, Nancy was able to attend<br />

the BYC Fleet Review last<br />

summer and participated in our<br />

clubship christening the year before. She was a staunch supporter of<br />

our club through her generous financial donations to support the<br />

various projects the club has undertaken and through her donations of<br />

various nautical and BYC memorabilia over the years. Throughout her<br />

life, Nancy was very active in the boating community. Both she and<br />

John were active members in the Chicago Power Squadron and Nancy<br />

taught many boating skills courses over the years. Although they<br />

started out together sailing in the early years, they moved into power<br />

boating in their later years and transferred all their boating skills to that<br />

sport. Nancy served as the President of the Power Squadron Women's<br />

Auxiliary for many years and<br />

was she also the editor of<br />

the BYC Byline for many,<br />

many years. In addition, she<br />

was actively involved with<br />

the Chicago <strong>Yacht</strong>ing<br />

Association while John<br />

served on the Bridge and<br />

then he served as<br />

Commodore of that<br />

organization. Nancy was<br />

instrumental in helping to organize Venetian Night for many years and<br />

she was an active organizer for the annual Chicago to Mackinac race.<br />

Both she and John were two of the earliest organizers of the Predicted<br />

Log competition that is held annually for our power boaters.<br />

Funeral services for Nancy were held March 5. We have lost a valued<br />

member and dear friend.

work this year than last which will<br />

Harbor Master along with our Rear Commodore<br />

weather). I am working with Tim Harrington and<br />

his electrician brother-in-law to have an<br />

upgraded electrical service hopefully done<br />

before that week as well. All of this will be in<br />

time for the first meeting of the season to be<br />

held Tuesday April 15 onboard the John B<br />

Welcome to the 2008 boating<br />

season in Chicago. After a winter<br />

we would all like to forget, if will<br />

feel good to get our boats back in<br />

the harbor where they belong. I<br />

want to thank all those who<br />

renewed early, the board took that as a sign we<br />

are guiding the club in the right direction. We are<br />

also happy with all the great suggestions we<br />

have received with ways to make the club even<br />

better. We have several returning events and a<br />

few we have not tried before. The events are<br />

done for your enjoyment and we hope the<br />

calendar this year reflects events of value to<br />

you. Each of these events requires hours of<br />

planning by the volunteer chairperson and their<br />

team. The hope is that you will attend and bring<br />

there will be less events open to public, you will<br />

Our committee will be meeting soon and we still<br />

need volunteers! Eric Schuermann who is one<br />

of our committee members came up with a list of<br />

what needs to be done now:<br />

1) Committee volunteers and commitment<br />

as a club to participate<br />

2) Establish where we can work to set up<br />

the display<br />

3) Think of a theme for our club entry<br />

4) Get firm commitment for a boat (with a<br />

stand in/back up boat in case there are<br />

any issues with the primary boat)<br />

5) Establish who on the committee will be<br />

in charge of: boat, art work and art<br />

supplies, generator/power etc.<br />

6) Establish the committee meetings –<br />

once a month till the event; then the<br />

work days to set up the display<br />

immediately prior to the event.<br />

7) Logistics and meeting place for the day<br />

of event.<br />

want to schedule our first committee meeting<br />

sometime in April. All committee members will<br />

be advised of the date and time of our first<br />

meeting. If we do not have #1 & # 4 from above<br />

Sea Scouts will be having our Spring Kick Off –<br />

2008 Looking to the Future party and silent<br />

auction. Guests will enjoy cocktails and hors<br />

d’oeuvers along with music provided by Bernie<br />

Wiczer and Fred Gorr. For over one hundred<br />

years, young adults ages 14 to 21, from all<br />

walks of life, have benefited from Sea Scouts by<br />

providing hands-on experience, while teaching<br />

team work and leadership skills in our sailing<br />

program. As I have said before, I was a Sea<br />

Scout in high school and I attribute my<br />

experiences in the program for instilling my love<br />

of sailing on our beautiful lake. 2008 Looking to<br />

the Future will be Chicago Sea Scouts only<br />

major fundraiser of the year, and the money<br />

donated is used to offset the high cost of<br />

mooring, maintaining, and storing three vessels<br />

for the youths to use during the season. We<br />

Heavy Snowfall Help Great Lakes Levels<br />

The Associated Press 3/7/2008<br />

DETROIT (AP) — Water levels are expected to<br />

rise in parts of the Great Lakes this summer<br />

after one of the snowiest winters in years, a<br />

much-needed boost for boaters and lakeside<br />

businesses. "We didn't expect this dramatic<br />

turnaround," said Scott Thieme, chief hydrologist<br />

of the Detroit office of the Army Corps of<br />

Engineers. "It's a much better picture than it was<br />

six months ago." Last fall, projections were dire.<br />

Lake Superior hit record lows in August and<br />

September, and Lakes Michigan and Huron<br />

were near all-time lows. The Corps expected<br />

spring to bring new record lows. Meteorologists<br />

across the Great Lakes said this season's heavy<br />

storms have pulled in moisture from as far away<br />

as the Gulf of Mexico. This snow is heavy,<br />

dense and full of water. The imported moisture<br />

also bodes well for thirsty streams, rivers and<br />

inland lakes, some of which also had reached<br />

extremely low levels. "We've had copious snow<br />

and rain across the Great Lakes into Wisconsin,<br />

Iowa and Illinois, so I would think they'll be on<br />

the high side of the projections," said Bill<br />

Deedler, meteorologist with the National<br />

Weather Service office in White Lake Township.<br />

Those projections generally suggest levels in the<br />

upper Great Lakes this summer will be 6 to 12<br />

inches higher than they were last summer.<br />

Although the Great Lakes are expected to<br />

rebound higher through August, the Corps said<br />

the upper lakes — Superior, Michigan and<br />

Huron — will [continue to] be below their longterm<br />

season with a new type of event for us – a classic and collector car<br />

show and cook out! BYC will<br />

be hosting the Lambda Car<br />

<strong>Club</strong> International – Lake<br />

Michigan Region (LCCI-LMR)<br />

(www.lambdacarclub.net) for<br />

its annual “Spring Dust Off”<br />

car show. Founded in 1981,<br />

LCCI, is a gay and lesbian car<br />

club that has 27 local chapters<br />

coast to coast with over 2,000<br />

members having a wide<br />

interest in and collection of<br />

nearly every make of car from Amphicars to Volkswagens – and a<br />

whole bunch in between! All BYC members are welcome to come over<br />

to the <strong>Club</strong> and join in the fun (with or without a<br />

car)! For those of you that have a classic,<br />

collector, professional or otherwise interesting<br />

vehicle to you (moderns are welcome too!!), give<br />

it a wash and wax and bring it down to the harbor<br />

to show. Burgers, dogs, brats, and chix will be on<br />

the grill around Noon, along with the usual “honor<br />

bar” in full swing! If you would like, you may bring<br />

a side dish to share that will compliment the<br />

barbeque. This event should be lots of fun for all<br />

with plenty of opportunities for<br />

socializing, some great photo<br />

opportunities and most importantly,<br />

great exposure for our club that will<br />

certainly help in our membership<br />

Venetian Night July 26 – May Update<br />

I have great news, we now have a boat! The "Verdict" a<br />

41' sailboat has been offered for use by Bob Buckley,<br />

and a backup boat, the 26' sailboat "Chriselle Marie"<br />

offered by Dan Waters are both available for use for<br />

Venetian Night. We also have two places to work. I will<br />

announce workdays in June. Tentative dates are July<br />

17, 18, 24 & 25. We will need help decorating all day<br />

Saturday July 25th and participants for the parade are<br />

also needed. I have received some good ideas for our<br />

club's theme and music. My committee will decide which<br />

one to use and let everyone know. If you are unable to<br />

help with Venetian Night we would welcome any<br />

donations to help pay for needed materials and decorations. If we have any excess, donations they will<br />

Events (IME) at the harbor. The<br />

BYC Board of Directors approved<br />

the IME policy in 2006 and it is<br />

quoted below. The Individual<br />

Member Events policy was designed to allow<br />

members to host small groups of guests at the<br />

facility without restricting other members from<br />

using and access their club.<br />

It is the Rear Commodore’s job each year to<br />

enforce the policy guidelines as outlined. I<br />

wanted to reiterate these guidelines so that all<br />

members were aware. It is the policy of the<br />

board that the RC send out periodic E-mails<br />

reminding all the members of upcoming IME’s.<br />

BYC Individual Member Events Guidelines<br />

The <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> facilities are available<br />

to be scheduled for Individual Member Events<br />

that, in some cases, may limit some access to<br />

all BYC members. Members may reserve the<br />

facilities for “Individual Member Events” as<br />

follows:<br />

Procedure<br />

1) Confirm on the BYC web site that the<br />

calendar shows the requested date is<br />

not in conflict with another previously<br />

scheduled event,<br />

2) Contact the Rear Commodore via Email<br />

to request the potential date<br />

needed.<br />

3) Receive confirmation from the RC,<br />

assuring the club facilities are available<br />

for the date requested by the individual<br />

member,<br />

4) Member-reserved dates are then posted<br />

by the RC on www.belmontyc.org<br />

Facility<br />

“Individual Member Events” reservations are for<br />

the outdoor/tented picnic area only, with<br />

IMEs Available<br />

additional facilities and supplies available<br />

to members, as available:<br />

• charcoal and gas grills<br />

• restrooms / heads<br />

• popcorn machine with supplies<br />

• ice maker<br />

• ice chests/coolers<br />

• garbage cans/liners<br />

The member provides all other supplies<br />

Clean Up<br />

• There is no deposit or penalty for not<br />

leaving the picnic area or club ship<br />

clean, because not cleaning up is not an<br />

option.<br />

• There is no staff that comes in and<br />

cleans up after an event.<br />

• Please plan some time at the end of the<br />

event for clean up.<br />

• All members must attempt to leave the<br />

club facilities and picnic areas cleaner<br />

than how they found them. Everyone<br />

pitching in to do a little extra helps keep<br />

our facilities clean.<br />

Guidelines<br />

(Board of Directors Approved Policy, 2006)<br />

<strong>Club</strong> members can only reserve the facility when<br />

official club functions are not scheduled. This<br />

must be done far enough in advance to notify all<br />

other members. There is no charge to reserve<br />

the club ship as long as the Guidelines above<br />

are followed. All club members still have use of<br />

the space. Respect for the member reserving<br />

the club ship and his/her guests is expected.<br />

The reserving member is not expected to supply<br />

food or drink to other club members, and other<br />

club members should use the space only for<br />

immediate needs.<br />

I am happy to announce the return<br />

of a favorite event from last year,<br />

our Friday Night Social Hours<br />

(formally Aloha Fridays). I find it<br />

interesting how such a simple idea<br />

has grown. The idea during the<br />

previous two years was to have a way to draw in<br />

potential members at the beginning of the<br />

season by hosting a happy hour on Friday nights<br />

in May. If you remember Fridays in May of 2007,<br />

you would remember a cold and rainy start to<br />

every weekend in that month. The plan was a<br />

flop. Then came June, with warmer weather and<br />

plenty of people at the harbor on Fridays, so<br />

being the friendly folks that we are, several<br />

members made it their mission to extend the<br />

Friday night social hour through June. Then<br />

June became July, and soon it was August.<br />

Interestingly these gatherings became more of a<br />

member party than any type of recruiting tool,<br />

and there is nothing wrong with that. This year<br />

the board has approved the formal recognition of<br />

these get-togethers each Friday night from 7 to<br />

9pm starting the last week of May through the<br />

Many of us boaters use more hazardous<br />

materials than we are aware. They include<br />

amongst others, chlorine bleach, drain cleaners,<br />

oven cleaners, and toilet cleaners. They are<br />

seriously bad news from an environmental point<br />

of view. Here are some Safe Cleaning Tips you<br />

can do with products you may already have<br />

onboard:<br />

Deep clean the toilet: Use a baking soda and<br />

vinegar paste. Let solution sit for two hours in<br />

toilet, and then scrub. If your bowl is porcelain,<br />

try rubbing a natural pumice stone (available at<br />

most hardware stores) on lime, rust, and hardwater<br />

stains. Keeping the stone very moist<br />

throughout the process, it should not scratch.<br />

Scrub down the shower and the tub: Use baking<br />

soda and vinegar paste to get rid of mildew.<br />

Scrub from the top down so the tub floor gets<br />

the full benefit of a soaking to dissolve buildup.<br />

The Sunday Morning Coffees kicks off with the<br />

<strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> Welcome Back Brunch,<br />

June 1, from 9am to noon. Mix that in with the<br />

harbor car show and other great events that are<br />

coming up this season, and I believe we will be<br />

THE yacht club in <strong>Belmont</strong> in which people want<br />

to be a member. I hope everyone makes the<br />

most of the club this season, and as the<br />

membership chair I would be remiss not to ask<br />

YOU to ask a dockmate or boating friend if they<br />

would be interested in joining BYC. It could be<br />

the best thing you ever do for them.<br />

Quotable Quickie: Taking the line of least resistance still makes both men and rivers crooked.<br />

Ceilings and Walls: Put 50/50 hydrogen<br />

peroxide and water solution on the ceilings and<br />

walls.<br />

Remove mildew, mold, and other stubborn bits:<br />

To dislodge mildew and mold, apply hydrogen<br />

peroxide straight from the bottle and wear<br />

rubber gloves to protect your hands. Let it soak<br />

in for five minutes, and then scrub with a grout<br />

brush. According to Care 2, the EPA<br />

recommends simple soap to use as a<br />

disinfectant. Yet, there are many essential oils,<br />

such as lavender, clove, and tea tree oil (an<br />

excellent natural fungicide), that are very<br />

antiseptic, as is grapefruit seed extract, even<br />

though they are not registered as such. Use one<br />

teaspoon of essential oil to 2 cups of water in a<br />

spray bottle. A grapefruit seed extract spray is<br />

made by adding 20 drops of extract to a quart of<br />

Summer is Here! Let the Parties Begin!<br />

Our party season, oops, I mean our summer season, starts off with our<br />

annual welcome back party will take place Sunday, June 1 from 0900 –<br />

1200 hrs. This free event is open to everyone in the harbor, not just our<br />

members. Please come and enjoy friendship and<br />

food as we acknowledge the opening of yet another<br />

great summer boating season in Chicago. The<br />

menu includes; a continental breakfast with fresh<br />

fruits and bakery items, locally roasted coffee, tea,<br />

and juices. The bar will be open to help chase<br />

away any last chills left over from the winter;<br />

Please use this event to invite your dock mates to<br />

come and check us out. You’re offering them free<br />

food and a chance to meet other <strong>Belmont</strong> boaters. The only way you<br />

might upset them is by NOT inviting them.<br />

June also marks the beginning of our weekly<br />

Friday night happy hours, and Sunday morning<br />

coffee. We are planning to be having these<br />

through the end of the season, but we will need<br />

some help from the members for staffing. If you<br />

could please contact our Commodore with the<br />

date or dates you would be willing to help, it would allow us to<br />

guarantee coverage throughout the season. The Friday night festivities<br />

will be from 7 to 9 PM, and the Sunday coffees are 8 to 11 AM. Light<br />

snacks provided at both recurring events.<br />

attended and is sure to be<br />

even larger this year. The<br />

dinner party following the<br />

parade of boats takes<br />

place back at the club<br />

ship and spills over to the<br />

picnic area. Last year we entertained dignitaries from the Chicago<br />

Police Marine Unit, Coast Guard Station Calumet, and the key note<br />

speaker was a club relative from the United States Navy. Following the<br />

formalities, the party continued well into the night. Our Fleet Captain<br />

John Garrett has put in a request for good weather, so polish your<br />

brightworks and make your reservations early.

The harbor is full of boats and<br />

potential new members. With the<br />

cost of fuel at, by now, $5.00 per<br />

gallon more boaters may be<br />

staying closer to the dock than in<br />

the past so membership should<br />

be a desirable option. Whenever<br />

you have a chance talk up the club and invite<br />

them down for a drink Friday nights or coffee<br />

Sunday mornings.<br />

To this end the Board decided to open the club<br />

on Friday nights and Sunday mornings to<br />

increase awareness of our dynamite club. We<br />

will need help at these events, the commitment<br />

is not long and the work is little so please look at<br />

your calendars and email the dates you can help<br />

about the new Harbor Advisory Council. They<br />

suggested that each yacht club attempt to set up<br />

their own Advisory Council made up by and run<br />

by all boaters in the Harbor not the yacht club<br />

alone. We will need volunteers to attend an<br />

exploratory meeting held at our club. This could<br />

help extend our presence in the harbor and Park<br />

is some information: Our entry this year is a 41'<br />

sailboat called the "Verdict". The waterside<br />

parade of approximately 35 crafts will be at<br />

Monroe Harbor starting a 7:45 PM with a<br />

dramatic re-enactment of an air and sea<br />

rescue. At 8:25 PM, Lima Lima Fly Over, and<br />

at 8:30 PM the parade will begin and end<br />

with fireworks at 9:30 PM. The event is best<br />

viewed along the lakefront from Shed Aquariam<br />

to the Chicago <strong>Yacht</strong> <strong>Club</strong>. Once again as I had<br />

mentioned in previous articles the mayor's office<br />

has given us an overall theme, "Venetian Night<br />

in Summer's Favorite City". From this the<br />

BYC committee will come up with its own theme<br />

to coincide with the mayor's theme. Work will<br />

start on displays and music on July 17th, 18th,<br />

24th & 25 th , time and location to be announced.<br />

All members are welcome and needed to help<br />

with this project! On Saturday, the 26th at<br />

9:00AM ( Monroe Harbor ) work will be<br />

completed as we we install our displays on<br />

the<br />

Verdict and have a final rehearsal of music.<br />

Fleet Blessing, Review, & Dinner<br />

Our annual fleet review will take place in <strong>Belmont</strong> Harbor, Saturday, June 21. Our Commodore strongly<br />

encourages all members to participate by entering their vessel in the review. The parade of boats,<br />

typically lead by the Coast Guard, Coast Guard Auxiliary, and<br />

Chicago Police Marine Unit, always draws a crowd and is a great<br />

way for members to show off their boats. Each member’s boat is<br />

announced over the public address system, and then saluted by the<br />

BYC club officers, visiting dignitaries, and a single canon shot.<br />

Participating Skippers are required to attend the briefing at 1500 hrs,<br />

followed at 1600 by the fleet blessing and boat procession, and then<br />

the catered reception at 1700 back aboard the club ship.The dinner<br />

reception following the parade is available for $50 per person.<br />

BYC Venetian Night Chairman<br />

The Mayor's theme for this year's boat parade is "Venetian Night in<br />

Summer's Favorite City." I am also pleased to announce that we have<br />

decided on a theme for BYC, which is "Lake Shore Drive." As most<br />

appropriate, the song will also be "Lake Shore Drive." The Piccolo<br />

Theatre in Evanston, IL has graciously offered to assist BYC with their<br />

expertise of this theme. This includes materials, costumes, actors, etc.<br />

BYC will supply some electrical, materials, sound system, generator,<br />

labor. Venetian Night will be held on July 26, 2008 starting at 8:30 p.m.<br />

The best views of this spectacular parade can be found along<br />

the lakefront between the Shedd Aquarium at Roosevelt Road and<br />

Chicago <strong>Yacht</strong> <strong>Club</strong> at Monroe Street. If you are interested in<br />

contributing to this fun event by working on the Sail Boat Verdict,<br />

please make sure to notify me in advance. General work time will<br />

begin at 7:00p.m. during the week (specific dates to be determined)<br />

and assemble of the props/scenery on the Sailboat Verdict will be held<br />

on the actual day of the parade at 8:00a.m. at Chicago <strong>Yacht</strong> <strong>Club</strong>.<br />

Please keep in mind that we have limited space for anyone who would<br />

like to help on Saturday. Once I have established a list of who will be<br />

working on the Sail Boat Verdict, an email will be sent with exact dates<br />

and times. Hopefully, all BYC members and their families are able to<br />

As I write this, summer has officially started and the weather has been great. We have<br />

been having our OPEN HOUSE on Fridays and Sundays and attendance is picking up<br />

and will get better as you remember we are open. Thank you to the members who have<br />

been able to be guest hosts and we have openings left in August for Fridays and July<br />

and August for Sundays. This is a perfect time to introduce friends to our facilities.<br />

Thanks to Eric, Rear Com John, and Vice Com Tim, we had a great Fleet Review<br />

Saturday June 21st. Watch the Byline and check out our Web Site for the many<br />

upcoming events, the next one on July 4th at the ship. We have a raft up day, Venetian<br />

Saturday, July 19, marks the start of the 100 running of the Chicago to Mackinac<br />

sailboat race, the longest regularly held freshwater race in the world. First run in<br />

1898 and then intermittently until after WWI, 1921 marked the beginning of holding<br />

the race annually. This year the race has attracted about four hundred and seventy<br />

boats utilizing about five thousand crew members to finish “the race to the top of the<br />

lake” and the finish line 333 statue miles (about 290 nautical miles) away. Most of<br />

the fleet takes between forty and sixty hours to finish. The race begins on Saturday<br />

with a mandatory check-in of competing vessels by parading past the end of Navy<br />

Pier before heading out to the starting line located off Monroe Harbor. Members wishing to see this<br />

spectacular sight near the pier should plan to view from outside of the break wall as the inner harbor<br />

becomes quite crowded with participants hurriedly rounding<br />

The French company Magic Instinct Software has created a collection of more than 1,000 NOAA raster<br />

charts for the entire coastline of the U.S. (including Hawaii and Alaska) that are overlaid onto Google<br />

Earth satellite images resulting in the latest weapon in the arsenal of computer-aided navigation. They are<br />

very nice to play with and available to view at http://demo.geogarage.com/noaa.<br />

Can You Say Ouch<br />

The high cost of fuel got a little higher for one boater who was feeling a little<br />

‘fuelish’ in Stuart, FL, when he pumped about 100 gallons of $4.89/gallon<br />

gasoline into the boat's fishing rod holder. Not only was it an expensive mistake -<br />

the gas tank was still empty in the end. An employee of the Finest Kind Marina<br />

said the owner of the 28-foot center console fishing boat was getting ready to fill<br />

his gas tank when his cell phone rang. Distracted, he put the fuel hose in the rod<br />

holder, which was only about 6 inches from the fuel tank and looks similar to the<br />

fuel tank opening, and squeezed the trigger, and walked to the other end of the<br />

dock to talk on the phone while his "tank" was filling. The fuel went into the bilge<br />

and the mistake was not discovered until the fuel got high enough to kick on the bilge pump.

were cheered,<br />

applauded, and<br />

photographed,<br />

by the public who seemed to love our boat!! We came in second place<br />

in the sailboat division. Overall, it was a lot of hard work but also a lot<br />

of fun. In my opinion, this was the best presentation that BYC has ever<br />

done. The 28-foot lake shore building skyline scenery that was<br />

architecturally painted by our own BYC member Daniel Waters, Senior<br />

Project Manager from Skydesign, were unbelievable. John Szostek,<br />

Artistic Director Piccolo Theater, came early Saturday morning to help<br />

in building set scenery location. Dan Waters, Barry Lewis, and John<br />

Garrett constructed wood easel to hold the 28 ft skyline scene.<br />

Commodore Jim Sanderson and I constructed a wood stage. We<br />

had Justin Hart from from Skydesign install our sound system and<br />

lighting. We were done around 3:00 pm with construction. At 1:30pm<br />

the Piccolo stage performers came and begin making small props. At<br />

3:15 they started rehearsal on the boat to coordinate the dancing. The<br />

music “Lake Shore Drive” by Aliotta, Haynes & Jeremiah, was<br />

preformed to a time line of about 4 minutes. I watched the first<br />

rehearsal, while they were performing and our dock loaded up with<br />

spectators from other boats. By our 4th rehearsal which was now in<br />

costume, you couldn't move on our dock. Needless to say all of this<br />

made me feel humble to be with such a great group of performers.<br />

Like all of the <strong>Belmont</strong> boaters and boaters in general I am thankful that no one was<br />

injured in the tragic fire early Saturday July 12th. Even though there was significant<br />

property damage no lives were lost. This should make all of us think more about safety<br />

while on board our vessels, whether in the harbor or on the lake. We all seem to be<br />

cautious while under way but we all have more of a sense of security while docked.<br />

I plan on doing a bow to stern evaluation of my craft and remove possible items that<br />

could lead to fire or injury. All candles should be removed, fire extinguishers should be<br />

placed in easily accessible areas and an exit plan should be determined. Let's all learn a<br />

valuable lesson from this tragedy.<br />

Our next open houses will be the Air and Water Show weekend, Saturday August 16 and Sunday<br />

August 17. From nine - noon, but the club will remain open for viewing the event. Please stop by for some<br />

coffee and rolls.<br />

BYC Raft Up 2008<br />

Wanna meet up for a little socializing? Isn’t that<br />

why you joined a yacht club? In response to<br />

members asking for more events on the water,<br />

the board planned a great little get together as<br />

only boater can do, a raft-up. Scheduled for<br />

Sunday, August 10, from 11 am to 2 pm the<br />

tentative plan is to congregate just outside the<br />

swim buoys in front of Montrose beach. This will<br />

put us in about 9 feet of water, plenty of depth for<br />

the sailboats, yet keep us close to our home<br />

harbor. If prevailing wave conditions make this a<br />

poor location that day, we will then meet in the<br />

playpen off Chicago Ave. Since this was my brilliant idea, I will be acting as the main tie-to vessel. Look<br />

for the white-hulled sailboat “BRETWALDA” flying the jumbo BYC burgee. We have several members<br />

planning to be there, but we would encourage everyone to try to come. Stop by for an hour, or stay the<br />

whole time, but please come. If you let me know you are coming, I can call you with any last minute<br />

changes or cancellation due to weather. If you won’t know until that day, plan to hail me on channel 16 or<br />

call my cell for the latest information. Don’t forget to bring your fenders, a snack to pass (optional), and<br />

your smiles.<br />

Clean Boating Act Signed into Law<br />

Thanks to some great teamwork, the threat of a new EPA discharge permit for all your boats is gone! On<br />

Tuesday night, July 29, President Bush signed into law "The Clean Boating Act of 2008," which gives<br />

recreational boats a permanent exemption for the court imposed EPA discharge permit. I thank each of<br />

you for helping create this victory for boating. Every time we asked for your help, you were there to push<br />

the legislation further down the path towards successful passage. You contacted your Members of<br />

Congress and helped them understand the importance of boating in your life. In addition, Congress<br />

heard the loud voices of tens of thousands of boaters! Nice work! Enjoy the rest of the summer on<br />

the water!<br />

blast doing it! The BYC<br />

Progressive Dinner is where<br />

each course is served at a<br />

different boat, and the diners<br />

"progress" to each boat en<br />

masse. At the BYC<br />

Progressive Dinner,<br />

organizers plan a meal together where each course will be served at a<br />

different participant's boat, so that the party literally moves from slip to<br />

slip throughout the harbor during the evening. The evening starts at the<br />

club ship at 1800 hours and will go well into the night as we move<br />

throughout the harbor. This is a BYC member only party, so members<br />

and their immediate family only please. The committee chairs need a<br />

head count so the presenters of dishes can plan accordingly, so please<br />

call Debbie Lovisa or Charlotte Mullen immediately if you plan to<br />

attend.<br />

The <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> historically has run on a volunteer system, which allows us to<br />

remain a bargain among Chicago <strong>Yacht</strong> <strong>Club</strong>s. We have come a long way in the last<br />

several years due to the many volunteer hours and donations of materials and cash by<br />

members and we would not be where we are if we had to rely on membership fees<br />

alone. I would like to extend a thank you to all that have volunteered so far this year and<br />

to those that will still help at our next WORK DAYS, which have been scheduled for<br />

Tuesday, September 2, from 3 – 6 pm, and again on Saturday, September 27, from 8 am<br />

- 1 pm. The first date will be a light duty day of small projects and general organizing. On<br />

the later date we will paint, power wash, clean, organize the shed, and whatever else our<br />

Rear Commodore has in store for us to be ready for the quickly approaching winter season.<br />

BYC Past Commodore Named Sailor of the Month<br />

The internationally distributed Sail<br />

Magazine has honored Past<br />

Commodore (1989) William Pinkney<br />

and Paul Mixon as the August 2008<br />

Sailors of the Month. Both Pinkney and

Mixon are sighted as credited as leaders in promoting sailing amongst the black community worldwide.<br />

Mixon through his introduction of the Black Boaters Summit, a flotilla held in the BVIs each August, and<br />

Pinkney through his sailing achievements. BYC sponsored Pinkney in 1991, who after a 22-month long<br />

sail became the first African American to sail around the world alone. I’m not sure what it says about our<br />

club if the Commodore finishes his term and then needs to be alone on a boat for two years?! Bill was<br />

back in Chicago during the summer 2003 for the Tall Ships Festival with his newest boat, Amistad, built<br />

as a replica of the famous slave ship, which Bill uses as a vehicle to teach history and tolerance. Our hats<br />

are off to one of our own.<br />

Upcoming Work Days at the <strong>Club</strong><br />

An impromptu gathing was held Tuesday, August 26 to knock off some club<br />

maintenance projects. The gutters were removed to allow access to the caulking<br />

above the windows. Due to the large gaps found, it is likely these were the source<br />

of our persistent leaks. Replacement flashing / gutters will need to be installed and<br />

tested before the club can hopefully be declared dry. By having this work done by<br />

volunteer labor, we will save the club hundreds of dollars in executing the work by<br />

outside contractors. I would like to thank Vice Commodore Tim Harrington, Dana<br />

Ott, Mike Premer, and Alan Veenstra for all stopping by and lending their support on this day. Upcoming<br />

planned work days will be Tuesday, Sept 2, from 3 – 6 pm, and Saturday, Sept 27, from 8 am - 1 pm,<br />

volunteers will be needed. Please check your e-mails for details.<br />

BYC Sea Scouts Entertain Visitors<br />

The <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> sponsored Sea Scout Ship “Cutlass” entertained Venture Crew<br />

#559 from Stoughton, WI. over the weekend of Aug 16-17. The connection between our<br />

groups goes back to the Christmas Tree Ship event last December when Venture<br />

“Crew” (kids) and Sea Scout “Ships” (kids) help unload trees being donated to Chicago<br />

area families from the Coast Guard Cutter Mackinaw. Some of their crew and our ship<br />

spent time together and a friendship was born. Not being able to entertain them during<br />

the frozen months, a commitment was made to have them back this summer. They<br />

drove down from their hometown via a stop in Milwaukee and arrived late on Saturday<br />

evening. After a hot snack at the <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong>, we all loaded onto Bretwalda, our newly donated J-<br />

35, for a brisk sunset sail out on beautiful Lake Michigan. The evening ended with a fine return sail under<br />

near perfect conditions following the spectacular Navy Pier fireworks show, a show we told them we had<br />

arranged in their honor. The Crew and leaders bedded down back at the yacht club with the females<br />

sleeping aboard the sailboat while the adults and male venture crew slept in the yacht club vessel.<br />

Sunday morning started with a big scout breakfast, then after clean up, we all loaded back onto<br />

Bretwalda. The Big B was our vehicle to a front row seat for the Chicago Air & Water Show. To say our<br />

guests were impressed with our city I believe would be an understatement. We look forward to inviting<br />

them back next year to enjoy what Chicago and the Sea Scout program can offer.<br />

If you look out at the lake September 3 – 6 you might think you<br />

need to have your sight checked. Thirty-three competitors from<br />

around North America will be competing for the title of North<br />

American Champion next week just off of <strong>Belmont</strong> harbor as<br />

Chicago <strong>Yacht</strong> <strong>Club</strong> hosts the Beneteau First 36.7 National One-<br />

Design Class. The NA’s (as they are called) welcome<br />

competitors from both coasts and far away areas as San Diego,

guests, embarked on a beautiful trip up the North branch of Chicago River on<br />

Wednesday, August 20th. We started at <strong>Belmont</strong> Harbor around 10:00 AM<br />

and cruised up to Irving Park Road then turned around. We then traveled down<br />

the south branch and had lunch at Laurence's Fishery. It is located about 21st<br />

and Canal and has place to dock your boat. We were back at our slip in<br />

<strong>Belmont</strong> around 3:00PM. It was a great day of boating, food and fun!<br />

Even if your pyrotechnic devices (flares) are within the expiration date printed on each flare, you can only<br />

presume that 50% of them will actually work properly. This is a sensible rule of thumb for any small vessel<br />

venturing out of protected waters. The U.S. Coast Guard minimum requirements do not take into account<br />

the often damp and exposed stowage conditions of pyrotechnics on small vessels. Although you can<br />

never know for sure whether the device will work properly until you try it, you can make some precautions<br />

to increase your odds. Start by checking your existing flares by pulling off the striker top. If you find beads<br />

of moisture inside, you can probably rest assured that they will not work. Next, place your NEW flares in a<br />

waterproof, zip lock container. Lastly, if available put a<br />

packet of silica (the kind you find in electronic<br />

equipment boxes to absorb moisture) in the bag with<br />

the flares.<br />

Boating Safety Course. This course is approved by the National Association of State Boating Law Administrators (NASBLA) and<br />

recognized by the US Coast Guard as acceptable to the National Recreational Boating Safety Program. Most marine insurance companies,<br />

in all states, give discounts to boat owners who have successfully completed such a course.

It is hard to believe that my year at the helm of our club is coming to an end. We had a<br />

great crew, fair weather, and a good ship to pilot. Many of my goals were completed but<br />

some are still under way. We were able to have the ship open far more than in the past<br />

years, paid down our debt while improving the lighting and air-conditioning systems. By<br />

the end of the season the ship should be power washed and the trim painted with club<br />

members help on our last workday on September 27 th .<br />

I want to thank my Bridge, Board members, and Staff Officers for all the time and effort<br />

that they put in to make our functions and club successful this year. I will not list them all<br />

now but please come to our ANNUAL MEETING on Tuesday October 7 th for drinks and dinner on me.<br />

The Annual Member’s Meeting which will be held Tuesday, October 7 at<br />

7pm, is a yearly event at which the officers and board for the following<br />

year are presented for consideration and election<br />

by the general membership of the club. The<br />

nominating committee (made up of past<br />

commodores) will present the board approved<br />

slate of flag officers for election. Nominations for<br />

the board will then be read and any additional<br />

nominations will be heard from the floor before a vote is called. This whole<br />

proceeding should only take a few minutes. Please plan to attend and cast your<br />

vote. If you cannot attend, you have the option to contact a member that will be<br />

attending and arrange to cast your vote by proxy. A simple letter giving your vote<br />

to the named person that will be attending, with your signature at the bottom, is all<br />

that will be needed. But we would really rather have you there.<br />

As approved at the September board meeting, the nominating committee has put<br />

forth a list of nominees to serve in the 2009 season. They are: Tim Harrington,<br />

Commodore; John Graneto, Vice Commodore; Charlotte Mullen, Rear<br />

Thank You Party from the Commodore<br />

The annual Commodore’s Party will be Tuesday, October 7 at the club ship.<br />

This is a chance for Commodore Jim Sanderson to express his thanks for your<br />

support during the last year by buying us dinner. Cocktail hour is from six to<br />

seven in the evening. At seven we will hold our annual Member’s Meeting and<br />

election. Following the elections, dinner will be served. Commodore Sanderson<br />

has a delicious dinner planned, but wants to remind everyone planning to attend<br />

to please R.S.V.P. because food this good ain’t cheap. The food is free for members and the company is<br />

priceless, so come on down and let Jim and Louise buy you dinner.<br />

Pre-Halloween Halloween Party<br />

Due to Halloween falling on a Friday this year, the board has decided the annual Halloween party will<br />

take place the previous Saturday, October 25, from 1800 to 2100 hrs aboard the club ship. This is our last<br />

scheduled event at the harbor before we clean out the fridge and fire up the bubbler for the winter.<br />

Thanks to our Rear Commodore John Graneto, we now have forced air heat available. So the pumpkins<br />

may have frost, but we won’t. Food will be served and the club will be decorated, and we hope you will be<br />

decorated also. This party will give you a chance to test-fit your costumes before heading off the next<br />

weekend to the other, less fun, parties. We hope to see you all there for the farewell to the harbor 2008<br />

Halloween Party.<br />

Progressive Dinner a Success<br />

The postponed-due-to-torrential-rains Progressive Dinner was held Saturday, September 20 in much<br />

better weather than would have greeted party goers the weekend before. This night brought us a bright<br />

and sunny day with a beautiful sunset and temps in the 70’s. Although a<br />

condensed version of the original party, dozens of members and first mates<br />

made the rounds, drank the drinks, ate the great food, and gawked at the<br />

hosting member’s boats. A big thank you go out to D.J. Reali who hosted<br />

cocktails on the A dock, Kathy Van Dorpe who coordinated several main<br />

entrees on the C dock, and Joan Harrington for arranging desert and fireworks<br />

at the club, and we cannot forget our party chairperson Charlotte Mullen for<br />

coordinating the evening. Everyone ate, drank, and were merry by the end of the evening, and all were<br />

looking forward to making next year’s Progressive Dinner even better.<br />

A note to the membership of <strong>Belmont</strong> <strong>Yacht</strong><br />

<strong>Club</strong>: As the harbor empties and the boating<br />

season ends, I begin a new adventure as your<br />

Commodore. Having been duly elected by the<br />

members to lead this club during the coming year it<br />

is with honor that I take the helm of this great<br />

organization, and with humble pride I accept this<br />

opportunity to serve you. I believe each new leader<br />

of any organization should clearly state his or her intentions as it<br />

relates to how they see their leadership affecting the organization. I<br />

have had many opportunities to listen to the members explaining both<br />

what they liked about our club and what needed fixing. Although I make<br />

no grand promises to fix all that is wrong, I would like to refocus on the<br />

core of our club’s existence. As pointed out in the survey of members<br />

last year, the number one reason people joined this club was to have<br />

the opportunity to socialize with their fellow boaters. People may see<br />

other values to yacht club membership including the use of the club<br />

facilities, reciprocity with other clubs, and being represented as a larger<br />

voice with the park district and Westrec; but ultimately, we just want to<br />

be around others that understand the boating community and to have a<br />

little fun together. I therefore would like to commit my year in finding<br />

ways to have fun together, and make fun times happen in new and<br />

exciting ways. Now in most letters of this type those words would be<br />

followed with, “but I’ll need your help to do it”, but I’m not going to ask<br />

for your help. I think that since you elected a board of directors, you<br />

should expect the board and officers of <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> to organize<br />

and schedule fun events for you to come and enjoy. Let me say that<br />

again; you do not have to do anything except come and enjoy the<br />

events! We will do our best to make sure you know in plenty of time<br />

when events are happening, but YOU need to check the calendar on<br />

the club website; YOU need to open your emails; and YOU need to<br />

respond in a timely manner so we know how many will be coming. We<br />

will do our part in setting up the events, all you need to do is attend,<br />

and maybe bring a friend. We all want fun things to happen this next<br />

year; I am committing my year to make that happen. The board will be<br />

meeting in November and December to plan the calendar for next year.<br />

If you have any ideas you would like to see happen, please drop me a<br />

Come Have a Ball<br />

The Chicago <strong>Yacht</strong>ing Association (CYA) is a membership organization for groups in the greater Chicago<br />

marine community, such as yacht clubs, boat clubs, the coast guard, and others, and<br />

<strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong> is a dues paying member. Once a year the CYA holds a blacktie<br />

event, The Chicago <strong>Yacht</strong>ing Ball, to honor boaters in the Chicago area for<br />

various achievements both on the water and off. This year is the 50 th Annual and will<br />

be held Saturday, November 8, in the United<br />

<strong>Club</strong> (formally the Cadillac <strong>Club</strong>) at Soldier<br />

Field. It is a great chance for boaters from<br />

different harbors and different pursuits in<br />

boating to come together in a fun and relaxed<br />

atmosphere. Every member of all the member<br />

yacht clubs are invited to attend. Last year<br />

brought out over 500 people and this year is on<br />

track to equal that. Last year BYC had two<br />

tables of guests, and we have that many again<br />

this year, but we want more. As a percentage<br />

of home club members attending, BYC has the<br />

strongest representation; we are known for our outsized participation and our<br />

disproportionate amount of enjoyment. Reservations were due by October 25, but if<br />

you can make it call Commodore Tim right now and he will check if any more tickets<br />

are available. Go to the CYA website at www.chicagoyachtingassociation.org for<br />

more information, but don’t delay or you’ll miss the best ball in town.<br />

Westrec Fees Going Up<br />

In a recent meeting with Scott Stevenson from Westrec Marine attended by several members of the BYC<br />

board, he made notice that the mooring fees for 2009 will be going up approximately 4%, and transient<br />

slips will increase 9%. While the exact figure would not be known until the budget is released, he assured<br />

us he believed it would not exceed the stated percentage. Stevenson went on to<br />

commend Mayor Daley for making some hard financial decisions and continuing to fund<br />

the Chicago Park District at current levels allowing the cost to boaters to be held as low as<br />

possible. On another note; Stevenson mentioned all boats must be out of the harbors by<br />

the stated dates: October 31 or November 15 if you have a “late-leaver” permit. <strong>Belmont</strong> is<br />

a designated late-leaver harbor but you have to pay for a late-leaver permit. “Any boats<br />

still in the harbor after [the stated dates] will be towed to safe harbor at the owner’s<br />

expense”, Stevenson declared.

Status of Universal Education Effort in Illinois<br />

After several discussions, emails, and one meeting with the DNR in Springfield, the attached Final Draft<br />

of Section 5-18 of the Operation of Motorboat Act has been hammered out. I feel that we have an<br />

excellent draft document that will accomplish our goals, namely a safer boating environment in Illinois. I<br />

hope that after you review the draft that you will agree with me and are ready to support every effort to<br />

move this document through the legislative process in 2009.<br />

ARTICLE V. OPERATION OF MOTORBOATS<br />

(625 ILCS 45/5-18) (from Ch. 95 1/2, par. 315-13)<br />

Sec. 5-18.1 Motorboat Operator Age Requirements.<br />

(a) Beginning on or after January 1, 2010, no person, unless exempted by section 5-18.2 shall operate a<br />

motorboat on the waters of this state unless that person has a valid Boating Safety Certificate issued by<br />

the Department of Natural Resources.<br />

(b) No person under 10 years of age may operate a motorboat.<br />

(c) Persons at least 10 years of age and less than 12 years of age may operate a motorboat on the<br />

waters of this state only if the person is under the direct on-board supervision of a parent or guardian or a<br />

person at least 18 years of age designated by a parent or guardian who holds a valid boating safety<br />

certificate or is exempt under Section 5-18.2 of this act.<br />

(d) Persons at least 12 years and less than 18 years of age may operate a motorboat on the waters of<br />

this state only if the person possesses a valid boating safety certificate or is under the direct on-board<br />

supervision of a parent or guardian or a person at least 18 years of age designated by a parent or<br />

guardian or is exempt under Section 5-18.2 of this act.<br />

(e) The owner of any motorboat or any person given supervisory authority over a motorboat shall not<br />

permit a motorboat to be operated by any person not possessing a valid boating safety certificate as<br />

required by this act.<br />

Sec. 5-18.2 Exemption from requirement to obtain boating safety certificate.<br />

(a) The following persons required to possess a Boating Safety Certificate under this act shall be allowed<br />

to obtain such certificate in accordance with the following guidelines.<br />

IF BORN AFTER: MUST BE CERTIFIED BY:<br />

January 1, 1983 but before January 1, 1988 January 1, 2011<br />

January 1, 1978 but before January 1, 1983 January 1, 2012<br />

January 1, 1973 but before January 1, 1978 January 1, 2013<br />

January 1, 1968 but before January 1, 1973 January 1, 2014<br />

Persons born BEFORE January 1, 1968 January 1, 2015<br />

(b) A boating safety certificate is not required if a person:<br />

(1) Possesses a valid United States Coast Guard commercial vessel operator’s license;<br />

(2) A person over the age of 12 years who holds a valid certificate issued by another state, a province of<br />

the Dominion of Canada, the United States Coast Guard Auxiliary or the United States Power Squadron<br />

need not obtain a certificate from the Department if the course content of the program in such other state,<br />

province or organization substantially meets that established by the Department under this Section.<br />

(3) Persons employed by the United States, a State or a subdivision thereof while in performance of their<br />

official duties.<br />

(4) Persons 60 years of age or older.

Potential Recreational Boating Regulations<br />

Admiral Thad Allen, Commandant, United States Coast Guard, recently addressed the United States<br />

Naval Institute (USNI) on the topic of the potential threats posed by small vessels to Homeland Security.<br />

In the past, Adm. Allen had suggested that operators of recreational vessels be<br />

licensed. The broad- based objections of many organizations, including that of the<br />

National Boating Federation, caused him to back down from this objective. His<br />

address to the USNI emphasized the need to involve the millions of recreational<br />

boaters in “America’s Waterway Watch” program which encourages the recreational<br />

boating community to alert law enforcement agencies of any unusual or suspicious<br />

activities on or near the water via VHF radio, 911 telephone calls, or directly to the<br />

Coast Guard Hot Line at 877-24WATCH (877-249-2824).<br />

Admiral Allen<br />

In the meantime, the Coast Guard wants Congress to expand its mandate so that it includes control over<br />

recreational vessels. Should the Coast Guard succeed in this attempt, it will have broad support from<br />

many entities, including the National Transportation Safety Board (NTSB) and the National Association of<br />

State Boating Law Administrators (NASBLA), for uniform national regulations such as universal,<br />

mandatory boating education and perhaps some form of mandatory wearing of life jackets.<br />

On the issue of mandatory wearing of life jackets, the Coast Guard will have total support from Major<br />

General Dan Riley, Director of Civil Works, United States Army Corps of Engineers (USACE) who is<br />

pushing for revisions of Federal Regulation Title 36 CFR 327 that mandates the wearing of life jackets on<br />

all USACE waters for boats of 16 feet or under in length. Some USACE personnel believe that they do<br />

not have the manpower to enforce such regulations. Their preliminary study, resulting in an Interim<br />

Report dated 2 May 2008 cited the need for the Coast Guard to take the lead on this issue.<br />

NASBLA is conducting a study, expected to be completed in 2008, exploring the beneficial results derived<br />

from Mandatory Boating Education. This report should have a positive impact of our efforts to promote<br />

Universal Boating Education in Illinois.

As the year draws to a close I would like to wish you<br />

and yours a wonderful holiday season, and a happy<br />

and healthy new year from the Bridge and Board of<br />

the <strong>Belmont</strong> <strong>Yacht</strong> <strong>Club</strong>. While you are busy<br />

scheduling your holiday parties, we are busy having<br />

several meetings to get the event calendar for next<br />

year ready. While you are thinking of driving in the<br />

snow, we are making sure the club ship doesn’t get<br />

crushed in the ice. While you are<br />

concerned with the perfect gift for<br />

your loved one, we are making<br />

strategic plans for the future of<br />

the club. I would just like to<br />

assure you that although the<br />

harbor may be resting quietly<br />

until next spring, your elected<br />

board of directors is not. We<br />

have much to do in the next four<br />

months, but we will do our best<br />

to be ready to welcome you back<br />

when the 2009 boating season<br />

2009 Social Events<br />

How exciting to be planning this coming year's social events. 2009 promises to be yet another fun filled<br />

boating season. So here is a little "heads up", save-the-date sort of information for each month's major<br />

activities. In May BYC will once again partner with the Lambda Car <strong>Club</strong> for a classic car event like last<br />

year to be held on Saturday May 9. It's a great opportunity for members to show off some of their great<br />

land vehicles. The grilles will be lit and the beverages flowing. Our big<br />

Welcome Back to the Harbor Party will be Sunday May 31 st . A brunch is<br />

planned and the whole harbor will be invited to attend. It's a good opportunity<br />

to renew friendship with dock mates from last season and showcase our club<br />

to prospective members. This coming season, happy hours will be held once<br />

a month on the second Friday in June through October. A co-chair for each<br />

night will be responsible for the theme and the party. The Friday Happy Hours<br />

are designed to be casual gatherings after a long day at work. The Fleet Review, also a big success, will<br />

be held on the traditional "last Saturday" of the June. It's the members opportunity have your own vessel<br />

in the parade of boats through the harbor. If you don't own your own boat, opportunities to crew aboard<br />

other members boats are always available. Mark your calendars now for some additional big events this<br />

summer: Venetian night July 25 and the Air Water Show weekend August 14, 15, 16. More details on<br />

these two big events to follow in coming newsletters.<br />

We do plan to have a booth at the Strictly Sail Show , January 31 thru February 3rd and need members to staff our booth. Please give Vice Commodore Tim a call to set up a time to help promote our club. When I attend these shows my excitement for the boating season starts even if we have a foot of snow. We have either ordered a new boat, probably not, or we are starting plans to fix up and repair our current "hole in the water" for the new season. Either way it will be a little costlier this year as their will be an increase in dockage. Westrec was awarded a contract for 5 years so we are lucky to probably have our same harbor staff. Our Budget Chair Chuck Goes and Treasurer Premer have worked hard along with the Board to come up with a very good and easy to read Budget for 2008. It will be voted on at the January meeting and a copy will be sent to all current members soon after. We have planned for a reachable new member growth but with members help we can add more as we did last year. Membership invoices will be mailed shortly and if possible early payment would be appreciated. I would like to remind all members that you are always invited and welcome at Board Meetings. It is a great way to be part of the club planning and we always have a social time before and after the meetings. Hope to see you at the next meeting. Commodore Jim

Crusoe’s on the Lake is the perfect venue to host corporate gatherings. There are many rooms to choose from depending on the size of your function or business meeting. We have an upstairs room that sits 40 people comfortably and includes a projector which is perfect for a work meeting or team building exercises. We can cater for your meeting with simple refreshments or an all out meal.

Celebrate a life well lived by meeting together after funeral proceedings. Have a few drinks with some share platters and share memories. Crusoe’s host numerous wakes every year and are experienced in hosting these events at minimal notice. It can be a stressful time and our dedicated function coordinator can help alleviate any stress on the day.
